Smoking rules in Osaka

Since 27 January 2025, smoking in public places such as roads, plazas and parks is banned everywhere in Osaka City. Heated tobacco is included. Violators are charged ¥1,000.

Street smoking is banned citywide

Osaka City bans smoking in public places such as roads, plazas and parks throughout the whole city. The rule took effect on 27 January 2025.

The ban covers heated tobacco (for example IQOS) as well as cigarettes. If you are caught smoking in a banned place, you will be charged ¥1,000.

Where you can smoke

You can smoke only in these places:

  • Designated or public smoking areas. There are around 300 in the city.
  • Shops and facilities that have a smoking room.

Smoking indoors (restaurants, bars and other buildings)

Under Japan's Health Promotion Act, smoking indoors is allowed only in designated smoking rooms.

  • Dedicated smoking rooms: smoking only, no food or drinks.
  • Heated-tobacco-only rooms: only heated tobacco may be used.
  • People under 20 cannot enter smoking rooms, even if they do not smoke.

Manners

Please follow these manners while you are in Osaka:

  • Do not smoke while walking.
  • Do not throw cigarette butts on the ground.
  • Carry a portable ashtray.
